I would hazard a guess you selected vehicles with weapons that have very low armor kill ratings.
They have to be virtually on top of each other for any chance of penetration, so the game being more intelligent than Real Time games they save their shots in hopes of finding a target worth taking a shot at.
Conversely to what you say real time games are far less realistic with the exception of the very expensive specialist near trainer type games.

I still don't see the test attached so commenting further is pointless speculation as to why there was no return fire because in the test I ran, based on the Patras being Finn.............both the GL patras AND the M-80s fired back at one another the way they should so my test does not show what your test showed so without your test we have no way to know why the M-80s did nothing when in mine they reacted and fired back normally.

It's important to remember that this game design dates back to 1995 and the original Steel Panthers (which by the way I remember picking up in the bargain bin right before a trip to florida -- all the way to florida, I kept seeing hexes, lol).
