 The Ai buys leg infantry with its spare change points as they are cheap, unlike modern AFV. The AI buys extra leg infantry in city fights. It only buys mech infantry and tanks when it has the points to buy the things. 
 Setting the AI tank heavy flag might also help - then it wil prioritise tanks companies when it has the points to pay for them, but it will still round off with cheap units (leg infantry, if-AT dets etc) when points remaining are low.
 
 Of course, you could always hack the OOB you are playing against and say replace the standard leg platoon with an MBT platoon, and hack the eifle coys as well to point to a new leg platoon. Or just add 1-2 MBT to the standard rifle platoon. That would soon soak up the AIs spare points.

 It can be done though..., with a little effort.
 1) Get to know the campaign editor a little. Learn how to add scenarios to a user made campaign.
 
 2a) Have a buddy go into the (scenario) editor and buy and deploy the AI forces for you and upload/email you the files. Add the individual scenarios to your own campaign. You will need to set the progression flow of the campaign yourself, and the build points.  It's not really complicated, it takes five minutes to learn how do to this. If you plan to add scenarios as you play you'll need to have the game saved before it goes to the end screen, preferably on the last turn before it ends.

 2b) In the editor set up the scenario buy the AI forces and either deploy them yourself on the map, or use the Auto deploy. Save the scenario and add it to your own campaign.
 
 If you can specify the setting you like to play, size of the battles, opponents, what time frame - that sort of stuff I can help you get started...
