How are the locations of ships in a fleet formation determined? I'm sure there is a way to do it so I don't , for example, have all my boarding ships on the same side of the fleet. I assume it has to do with the order ships join the fleet. Thanks.

It is based off of the order the ships were built. The ships that were built first are placed first in the fomration slots, and so on.
