ok, I've reported this at the thread about llamaserver down.
A way to fix the issue was presented there - to rollback to previous turn.
From Llamaserver's description of rollback:

Note that once the game is rolled back, it will appear that the game is waiting for 2h files from all players. However, the 2h files from last time the turn was played will in fact be there, and will be used if the game hosts without them being overwritten. This can be useful; often, a game is rehosted in order for only one or two players to retake their turns, while everyone else is expected to make no changes. The game admin can therefore wait till just those players have submitted, and then force hosting. None of the other players will stale (assuming they actually submitted a 2h file last time the turn was played).

So I would like to go ahead an rollback to previous turns. Those players who have had their turn files sent correctly this time should take no action. Although the server will report its waiting for their .2h files, the original files they sent are saved in the server and will be used.
Those players who had issues or errors with the turns they sent due to the server problems should resubmit the turn.
I would like to here your opinions before I rollback.

I received a new turn from Llamma Server. Should I disregard it? As far as a roll back, I staled the turn before, so I await further instruction. Thanks.

I didn't send any orders last turn since the llamaserver was broken. I thought we will receive some wrning before the hosting... I am therefore a strong supporter of the rollback option.

I am not in that game, but I wouldn't recommend it. Turn 63 results will be certainly different [at least random events] and it will mess unit IDs, so if someone submits old turn 63 it can mess things up [really mess it up, like people getting some new commanders, some batles that shouldn't happen, mess with province ownership]. So if you do it be aware that you everyone will have to do turn 63 again.

I have a suggestion, what I did was ask Llama Sever for a resending of the last turn. I think if all of us do this we will be in sync as far as being on the same turn. I tried this with another game and it went smoothly.

Just to make sure we are all clear on the situation: If you had experienced issues with turn 64 (stale turn, partial/no orders etc.) please resubmit your turn. In that case I recommend to ask for a resend just to make sure - Just go to http://www.llamaserver.net/gameinfo.cgi?game=Victoria and click on the "request turn resend".
Those who had no issues don't have to resend the turns as the server has a copy of your original 2h file. Though in truth I'd recommend to resubmit even in that case, just to make sure this turn goes smoothly so we could get back on track.
So far missing turns from C'tis, Jomon and Mictlan.
Lets get this turn done quickly and move on with the game
