Reloading the game and recolonizing gives the same techs.

That is only true of the Unique techs.

Reloading to get a different random tech is a well-known exploit.

Up to the point. Random number generator seed is stored with the save game and if you do nothing different, you will get the same tech as before . That surely shows I cheated this way A LOT
