IMHO Ghost Riders is mostly usefull for taking relatively empty provinces so they can't be retreated into, typically in concert with a real attack somewhere else.
I have a hard time imagining any army that would take significant damage from the spell, even in the middle game.

I'm also thinking of casting it on yourself and then have a powerful Death Mage to cast Undead Mastery . It probably won't work, though, since the Wraithlords would have good enough magic resistance, plus Undead Mastery is quite expensive and exhausting.
There are easier way to get cheap undeads.

I have tried a similar stunt with Control the Dead versus a bunch of Lammthastas that I summoned. Even though I got them, they left at the end of combat like normal. I must suspect the the Ghost Rider undead will do the same.
