Space Empires 4 Mod Launcher

Well I finished my utility finally

Here it is in all it's glory.
3 formats for you in case you prefer one or dont have one.
[here] The Screen.jpg is a screenshot so you can see it in action.
Alas I do not have Space Empires 4 so I am unable to test it but it should work in theory
