The facility count functions had little to do with SYs; the SY was just a natural use for them in stock.

The functions cover planets and systems, but not the whole empire.

get_planet_ability_facility_count
get_planet_specific_facility_count
get_system_ability_facility_count
get_system_specific_facility_count
