Default FOO vs HQ vs Platoon leader

Does the FOO have some innate bonus when spotting artillery?

Say I have an experienced platoon leader with a high arty leadership(75) is he just as good at artillery spotting as say a Green FOO(also at 75)?

Of course not.

AOP is the best arty spotting unit.
then the HQ (if you have not changed him to an armoured car or something - must be of class HQ to get bonuses)
then formation leaders.

FOOs call for fire faster. HQ less good, regular leader less good.

The more FOOs you have, the more your pre-plotted arty hexes will increase (depending on battle type of course).

FOOs also adjust fire at less delay cost. Try your regular leader and the FOO with the same statistics at moving arty impacts around, both observed and blind fire.

Blind fired arty is more likely to wander if it is a non-FOO calling the fires as well. And the fire pattern of the shells around the impact is tighter for FOOs (whether observed fire or blind, but especially blind).

The FOO is a size zero unit, and so is usually not spotted unless you do something silly like fire him, debus in LOS of the enemy or stay too close to other spotted friendlies. So he can concentrate on setting up in a nice overwatch position and delivering presents where a rifle HQ may get shot off the position.

That is why the FOO class is costly.

A line HQ unit may well be useful for calling for fires if he has LOS to the impact zone, however. Provided he can stay still to control the fires of course rather than dodging flying bullets.

A useful tactic for arty is:
A) use an FOO to call the initial fire with his speed advantage, plotted blind to him. Thus fire arrives quickly if not as accurately.
B) Once it the initial mission is completed, now take over the mission with a leader in LOS of the impact area.
