We have been using a buy point ratio of 2:1 for the attacker. Does anyone have any suggestions on how to even up the flow of battle? Maybe a larger attacker advantage or larger map size? Thanks for the help.

That is a rather low points ratio for the assaulter.
Try leaving player 2 (defender) at the default XXX points setting. (3:1 AFAIR).
A wider map size may also help, as the defender will have to cover more area.
Remember also that player 1 (attacking) has chosen the time of day to assault - so he can feel free to turn the visibility down low if he thinks a night or dawn assault is helpful. Also he can choose a longer time limit.
Cheers
