SHPEDit Help file not working

Okay, so I am trying to recall how to edit the SHP files, vaguely remember things, but thought hey before I screw up things, let's read the help file. Only to discover the help file is no longer supported in its current format.

So where can I find the new version of the said file so I can read it and then screw things up?

And before I go head first into this, ICONs 185 and 186 are the ones set aside for us to mess around with, or did I get the numbers confused?
