It's a list of what Icons are in the games. If you are modding the game with your homemade icons, you know what is what and where open unused space is, and things like that are.

Also VERY useful for finding alternate icons for units.
For instance you can use a different icon set for various versions of the M1 Abrams (the current version looks significantly different then the 1985 version).
