Default Why don\'t PD troops get home province morale boost

I mean, they're in their home province. so why shouldn't they get the +1 for being there?
I can't imagine it being a balance issue, as +1 morale is hardly game-breaking, nor are most pds.

I'm almost positive it is just an oversight, but one that might easily be more trouble than it's worth to fix.

Probably what QM said but its also realistic/thematic, PD are really garrison troops and most garrison troops were inferior, bored, lacked combat experience etc...

So the lower morale is fairly realistic.
