After a fairly long game I decieded to have a look at all the other races to see how they were
handling their resources.
Some had big fleets while a couple of others had
just a few ships despite a LOT of all minerals.
Any ideas why the AI wouldn't build more ships.
Also one race had built only to cruiser level while the Last time I played against that AI it
went much further.
We would need to see the savegame file and the races that did not build enough ships.

It was a modded game. I change all the races
to Trek ones and set up each with different
advantages and save in an empire file. The races were downloaded from the New Age Shipyards.
I'm playing on hard and giving the AI a medium
bonus.
The race that didn't build beyond cruiser was
the Romulans and it has built bigger ships in previous games.
I checked the settings file and the "max maint %
of revenue" was set to 150%. Normally I run at
99". I may have done this to try and force them
to build more ships.
Does the AI always use its resources? I noticed that this race (Rom) had no spaceports in any of its systems, I guess they could have been destroyed.
Could I give all the races the advantage of not needing a spaceport?
