Climate Control Facility?

What does the climate control facility do? Or more specifically, what does it help. I believe I have seen it increase the climate to good, but what effect does it have?

Is there anyplace I can look up the benefits of facilites?

Well I don't know about where too look it up, but when you improve the condition of the planet this makes reproduction of people higher, makes them happier, and that helps with productions (lots of happy people build lots

Actually, the best Planetary Condition a Climate Control Facility will take it to is Optimal. And as far as I can tell, once you get to Optimal, you can scrap the Climate Control Factility since it isn't needed anymore.
