I wouldn't go as far as calling it the best. The STRIX rounds lack the penetration to reliably take out MBTs. They are, however, real killers when used against IFVs and APCs.
And yeah, the STRIX rounds you are firing aren't exactly cluster munitions in real life. Just guided anti-tank shells with HEAT charges. The cluster rounds are just a somewhat accurate way to represent them in game.
However I have no idea what the heck the AP ammo in the AMOS designated SSG 120 is supposed to represent. They can't be the STRIX rounds, too low penetration for that.
I recall reading about a cluster warhead the USMC plans for their new 120mm Dragon mortar system. Given it's magazine and rate of fire it should be pretty nasty.

Both that weapon and the cluster munitions for it are already in the USMC OOB
