Error in Forging Reference

So, Robe of the Sea is apparently Construction 4, not 0 like this claims. I realize its for CBM 1.4, but its also supposed to be Construction 0 for vanilla according to this and its not. Is it supposed to be Constr 0 for real, or is the chart just wrong?

All boosters except the B5 Armour of Souls (const-2) are at least const-4, in vanilla and all the CBMs too.

Cleveland has not been spotted for a while I think, and he's the one who made those spreadsheets.
