bug fix for proportions Praetorian AI

It is similiar to the old Jraenar AI bug fixed in the Last patch - several Praetorian ships have APB and DUCs as major weapons which are nether researched, Praetorians sresearch meson bLaster for most of the game. Here is a fixed design file:
