The master computer gives alliegence subverter immunity. You can even put the ability into the hull like SJ did for the battlemoon, and still require the hull to have command and control.

I just tried it, I deployed a satelite with a mineral miner in 2 sectors, each with planet and moon, one planet had ruins. The Empire Status screen reported exactly the amount of remote mining...

The max units is a setting at the begining of the game, but that refers to units in space. The units you can have in cargo is only limited by cargo capacity.

That's the whole point. The constant annoyance makes it hopeless for a predator to hunt, sleep or raise it's own offspring there. Mobing a predator is common, and everyone gets into the act.
