Out of curiousity... what does the event say which gives the Fortress ??
maybe because I only play at Luck_1 is why I don't see this event.

It probably needs either Order or Production, too.

One says that a local Baron has built a fortress to protect him from the peasants who areacting agressively, other says building of a ring wall around the city has finally been completed (Fortified City!), and there might be third event too.
