Unfortunately, I just kept playing. I've run into some other small bugs. I will read up on the bug reporting guidelines and start paying more attention....
The message did say a little more: Player increase in gold is too large, probably cheating. Something like that.
Other weirdnesses that I've seen in this single player game so far (huge map, 3 ai, hundreds of turns so far):
One commander won't move. Same province has about >60 commanders, so maybe it has something to do with that.
A huge battle (hundreds of units on each side, and dozens of commanders as well), and somehow he got one of my commanders and I ended up with one of his.
Every commander of Tien Chi has loads of items, and he has tons and tons of commanders.... Probably not a bug, just wild that I kill an army and collect items and eventually have too many and start having to drop the lesser ones.

I got this in a game against Endo once. The explanation he offered was him clearing his recruitment queue when recruitment had been made impossible for some reason - I think it might have been an unrest event in his capital or something.

 An AI player took his capital back while I had a build queue in there. I noticed my rec queue was still visible, so I cancelled it. I might've retaken the province the following turn.
... I'm sticking to that story.
