3) Is it possible to attach any spell effect to a weapon? What I'm thinking is, could I have a weapon that causes rage?
4) How could I make someone who always starts the battle with some of a certain unit type, or can summon them on the first turn? I was thinking of perhaps having a 1-ammo weapon, the effect of which is a summon spell. Possible?

3 - no, only those effects already available as weapons can be duplicated. See Edi's weapon list.
4) There are few monsters who automatically start the battle with few creatures of a spesific type (e.g. Dai Oni and wolves, Mother of Lions and great lions). However, I don't think it can be modded.

coulda sworn there was a command for that - maybe it was just for summon allies, or auto-summon in dominion.

Just realised I never said thanks for your help guys - so thanks for your help.
Oh, I have another:
5) Am I right in thinking that item modding is pretty limited? What I'm imagining is creating an item like the Wand of Wild Fire which casts a different spell instead. I'm guessing that both steps there are impossible.
And does anyone have any other thoughts on possible ways of making a commander start a battle with a retinue of a certain unit type?

Yes, item modding is extremely limited.
And no. There's some kind of option for that, but it isn't moddable (yet).

You could make a ranged weapon with a simliar ability to the spell you want.
