I just came up with a reason:
As an angel, Virtue could be thought of as a prophet of some other god. He wouldn't mind being worshipped, as long as he can get large enough congregation of having a chance at recalling HIS god.

Perhaps zlefin came up with a reason as well.

Well if the Virtue is the One and Only voice of his god in this world, and has been charged to form a nation of worshipers around himself so that they may see the True Light it would make sense that the god in question invests an obscene amount of holy power into him.
