Basically, no. Unlike building queues, research points will overflow to the next project, but if you do not have a next project, the points are lost. You cannot research DUC's 2 until Duc's 1 is complete. Your best bet is to put something in the queue to absorb the overflow, then move DUC's back to the top on the next turn.
