In order to move things along, I think that random seeding for the second round is fine. This will let us get the games started and finish this tournament before the end of 2004

Geo, r1g3 is almost finished. Spoon is the winner. Just dropped on me like an avalanche
We are just a few turns before my surrender and as I know everybody else is already finished. So don't hesitate because of me and move on.

Not if it's obvious who will win.
Surrendering to another player during the game would tip the game balance and is therefore not allowed.
But ending the game by all saying who the winneris is not disallowed.
In one of the other matches it was obvious who would win even though all of us had plenty of ships and resources left, so we collectively gave up.
