I'm using WinME. That shouldn't be the problem either because this is the OS I was playing the game on originally. Anyway, I'm going to try uninstalling and then re-installing the game.

Well ME has more kinks and bizarre behavior than even XP does...

I have no more ideas for you though... hopefully someone else will.

I once had a problem like this and it turned out to be a missing folder that Windows wouldn't allow the game to create. I had to go in manually and create the folder. It was either Savegame, History, or Temp. Not sure which... maybe all three.
