You can claim any system by clicking on it in the Borders window. (Even a system you haven't seen - then you can't see your claim!

) If the "claim colonized systems" is on, all systems colonized by your empire will be claimed. An AI empire will claim all systems it colonizes, and (IIRC) all adjacent systems.
