Well that would certainly work, but the normal solution is to just move it to the end of the queue.
Remember to turn the "divide points equally" off.

Heh, ironically, you would have problems (all CI projects would be full and you would have to check them constantly not to lose points in them) if nobody would try to penetrate your CI

Another request for SEV I guess.

You may use the 'repeat projects' button. This prevents at least from finishing CI projects. Especially it is good while using the same intel projects against the same empire and targeting 'ANY'. Set once and forget about it Surely, if you don't want 'ANY', you'll have to set intel projects manually.

I think that the counter-intel projects still get completed when 'repeat projects' is enabled. It just starts new projects automatically. So if in the Last turn, your CI project was 90% complete, and the next turn the project finished, you would see that the completion of the project is now back down to around 0% again because the old one is gone and a fresh one was created. Those accumulated points are still lost, aren't they?

Also, Repeat Projects puts the new intel project in the same slot the completed one was in (unlike the Research queue, which puts the repeated project at the end of the queue).
