don't know about more empire type AI. but yes, the neutrals just hang out in their 1 system...

and Sundevil's mod tweaks the AI's anger and politics files. he has these tweaked files for all the default and some of the MOD-ed races. and yes, if you have 1.27 and MODPACK 1.6 the tweaked files go in their respective race folder (there are file(s) for EACH race in other words) in the mod directory.

on the new race: depends on if you d/l it from Online or created it "in game". in game, once game is started, click on the submenu used to save/end game and pick create empire, name it then save.

if d/l race then place its folder in the pictures/race folder.

and yes, the game will use the race. if no .emp (empire) file then it will use the shipset and AI general file .
