Randallw was thinking maybe it had a chance to fail every turn you were building it up, rather than just when the attack takes place.

sorry, no, that wasn't what I meant. I was querying if the system say allowed the ppp to work for 7 turns then made it fail for the next 7 turns so that on average it worked 50% of the time (7 out of 14).

Ok now I understand. I don't think that is the way the system works. I don't think it is forced to balance out to 50% over the course of a certain number of turns. But my knowledge is limited so I could be wrong.

I'm sure it's random (or at least pseudo random). That means that it should work out to about 50% over a large number of turns. Over a small number of turns, you might see just about anything.

I have one other question concerning intelligence. If you make intelligence operation against another race and your target has no intelligence points used, your project succeeds and that race does not know what you did.
However, if that another race have some counter intelligence points, but you succeed in your operation, what is the chance that your opponent finds out it was you who did that operation? I know that sometimes you get message: "Our CI has stopped enemy operations" but when I do get message: "Our CI has stopped intelligence operations of race XXX against us"?

I don't know what the % chance is, but from my past experience, you should get notification of an intel attack about 90% of the time.

I still am getting only one planet per turn with intel attacks. I now have split my attacks up to go after three empires with 3-4 attacks against each. Only one per empire succeeds. When I had seven attacks against one, one worked. 3 attacks each against three empires. Three work.
Capturing ships seem to have no such limit. 10 attacks, 10 captures (with no conterintel) It only fails when they run out of ships.
Has anyone gotten more than one planet a turn this way?
