I noticed the same thing. I had a game going with just the mod pack races and they never built storage higher than 90,000 for any resource and they all had well over 100 ships. They had reasonable production but not enough to pay all the maintenance.
It seemed like they built to many ships to maintain and they lost a lot of resources due to lack of storage.
They were a challenge while they could support their fleets though.
