Not before it begins... but if you have enough shields on the first troops they can survive long enough for the reinforcements to arrive.

Or in mods that either reduce the number of ground combat rounds, decrease troop damage or increase troop hitpoints... then you'll be able to drop however you please and not be wiped out instantly and repeatedly.
