Without knowing much about your computer I'm still pretty sure that you do not have the correct graphics drivers installed. Most graphics card manufacturers provide their own drivers that are superior to microsoft's especially when it comes to OpenGL.
I know for sure that ATI and Nvidia has some very good drivers on their home site and that the default microsoft drivers are very crappy.
Edit: Nvidia makes the GeForce cards. With a new computer and good drivers I think you should expect about 10 times your current frame rate.

This is really going to complicate things for me. I have already pre-ordered Dominions II, but it seems like my hardware is too dated to run it. Has anyone got any suggestion on what to do?
