They aren't owned by arrows. Not being able to effect mindless beings is NOT a weakness. Depending on their home province is made up with the fact only Atlantis could effectively siege it. Only ermor is safe from the "specials" and Ermor is the only other nation which is uncanny underwater.

None of those reasons I am satisfied with.
