Stealth never increases. Nor is there a way to turn units stealthy in the game, which is fortunate since there are plenty of units I don't want sneaking up on me. Spies can not be made or recruited if you don't have access to these units from the start.
Stealth numbers can be seen by clicking on a stealth units "stealth icon". The number indicates how hard it is for patrollers to discover the hiding unit. A +0 stealth can be found by a mere 10 PD, a +20 stealth is usually never found ever. I've had one of them follow an army of 300+ units around for more than 20 turns.
