Yes, that *can* be a problem...
But to get rid of it the mod has to be split in 18 sub-mods, one for the indies plus one per nation...
For SP an alternative is to rather make 17 "everything-except-that-nation" sub-mods.
Anyway it's a pain in the *ss, so I didn't make it 
|

Would make it pretty hard to play Pangaea also.
But it may work as a test-bed for finding out if the AI really WOULD be better off not spending money on mass infantry.

Any idea what the AI builds if everything is priced the same? (Just a random thought.)
It would be nice if we could script some AI build and combat behaviors as per SE4. Of course, this sort of statement leads to an almost endless series of "want to be able to mod this stuff" dreams. LOL! Poor dev team.
