[feature request] Minimum XP for Hall of Fame

Well, I'd agree with Thurfir.
However Orion should have access to the HoF since it's a great commander.
I'd better however see the Mercs dead, to stay with the flag of the Nations that owned them when they died. So you can Ritual of Rebirth them later (if they're still present).

I'm not saying Orion should be excluded, I'm just suggesting that Orion should be setup w/ maybe 100 - 200xp, instead of 1000xp (maybe this is moddable?). In this way, it would at least be possible to pass him up in a reasonable number of turns, and he wouldn't be permanently affixed to the top of the HOF list.
