Experience should be offensive AND defensive, so I would say it could be a bug.
But how can you see if it's just affecting offensive bonus ? I have got a fleet (every ship with NCNs) and if I right-click the ships I just see the Crew Experience (overall), have you done the observations during combat ?
BTW, in my fleet are still ships which are novices others are experienced and one of them is veteran, so I guess this bonus would disappear if I would remove the NCNs. The program doesn't seem to copy the experience automatically, maybe just in case of a combat ? Like one ship is veteran, every other ship would behave like veterans, but if the veteran leaves the fleet then the bonus is gone also ?
