I had that problem a few months ago now (v1.35), and I found that if you open the fleets window, close it, then re-open it again, it works OK. Same thing with the Cargo window. Open, Close, reopen.

Haven't had a problem with the 1.41, but then I haven't tried to make simulated fleets lately. The cargo window works properly in v1.41, though.
