 The ability to modify and redistribute the text files is implied, but what about pictures and other stuff?
 Specifically, would it be OK to take the SE4 splash screen, and add a "<Mod Name Here>" caption to it, or do we need to make our own from scratch?

 I can't see any reason why adding your own modname wouldn't be allowed 
after all it still says "SE4" all over it and just has a small (or large) reference to your mod.
 
Besides, it's still *only* being used in SE4 so I can't see any reason why they wouldn't allow it.

 I agree with the other Posts, SJ.  When you get into the "intellectual property" areas by reproducing known SF material in SE4, you're in a dangerous region.  It's probably best to clear it with Aaron beforehand (if he *can* clear it - it's probably up to the original producing studios, which seem tight-fisted).  It's unfortunate, since we're all SF fans here, but that's the way the (real) world works...
 Now, if you're only talking about your own, original mod, and possibly replacing the "SE 4" name, then that's definitely a question for Aaron.

 Check the SE IV license agreement that comes with the game (I would do this, but my copy is at the office, and I'm not).  I know with other Shrapnel games, specifically, WDK and it's successor, The War Engine, it states that any mod created using WDK/TWE is owned by Shrapnel and may not be sold, though it may be distributed as freeware.
 I'm sure that Shrapnel and Aaron thought about this before hand... If no one official Posts here, I would think that this question would warrant email to either Richard or Aaron.
