Yeah, I don't think Ulm realized that people actually form treaties and whatnot. His previous game-experience was pretty much being strong-armed by PK into a tribute.

Are we setting Jotu to AI? He's staled the last 4 turns, it's more beneficial to set him to AI. Otherwise its easy pickings for his neighbors to gobble up his territories, and the few who are not his neighbor are not going to benefit from any free territory. At least going AI will be a little more of a challenge for his neighbors.
