Moot point. Many of those "Explorer" ships are fairly well armed...that's like saying an oceanographic "research" vessel with 100mm cannons and ship-to-shore missiles is just an "exploration" vessel.

And how many times in the hundreds of ST episodes have you seen these advisors? If they existed, wouldn't they come into the plot at some point in the hundreds of hours of episodes?
Star Trek's on the way out anyways. I read something recently; that the Stargate series is rivalling the Star Trek series in popularity, and still growing. No wonder too, the acting is in general much better and the storylines much better.

The Star Trek franchise died of asphyxiation up its own back passage about a decade ago. It's just that the show's creators, the millions of fans and just about everyone else in the world except me didn't notice it happening.

At least, it was until we had a season where every episode featured a bigger, badder enemy trying to blow up/capture/otherwise neutralize the earth and/or the entire galaxy... Not very creative or interesting in my opinion.

Perhaps you're thinking of it the wrong way.

Everybody else is a politician on the front lines.

You don't see many civilian advisors for the same reason there hasn't been a single SG-1 episode about accountants. Because it would be boring.
But, government being government, who wants to argue that there aren't accountants in the SGC?

Robert Picardo (holodoctor on voyager)Played a risk management advisor in SG-1. Always looking at the bottom line in assets used in the SG-1 missions, he was making recomendations for some sort of oversight of the program. As I recall though he learned a valuable lesson and civilian control of SG-1 was put off for another season.
I would think that a UFP assembly would be like the Republic assembly in Star Wars. Talk, talk, talk, and no action. The military is just protecting these citizens against enemies foreign and domestic (beauracracy)!!!
