Can't rejoin split fleet?

Isn't it possible to alter the 'Don't get hurt' strategy to, say, have the ships stay a certain distance away from the enemy, instead of retreating completely?

Well, nevermind that, looks like whatever strategy you set up it'll be overruled for some reason. I gave two ships with weapons and two without the exact same strategy, i.e. no retreat. The ships with weapons went straight ahead, the weaponless retreated at once.
