Yeah but you have to remember that VPs are located only in capital provinces. Perhaps the hardest provinces to take in the game. I'm really torn on whether it should be 4 or 3 vps. Conquering one player should be relatively easy. But once you have that vp, all the other players would turn against you, making your 3rd vp very difficult to get. Dunno.
