Totorial Scenario - Cannot Load Kommandeur

Hello All - I am able to load A0 into E3 when I click E3 then L then the A0 unit. This also works in reverse in that I can load when I click on the A0 unit then L then the E3.

This works differently than the other squads that load when I click on the squad or the HT then L then L. I'm a little embarrased but at this point I am assuming there is a quality about the A0 unit that makes it behave this way.
