While building a fortress, I did a site search and found an Archaic Fortress site. Unfortunately, the fortress did not actually show up. I wonder if this is because I was already in the process of building? What a waste of money if that is the case.

Have you reported that to the bug list? It's already slipped down to page 2 now...
