It was working as designed.
Except that Ermor was the only nation with access to the unholy powers and other nations have sacred undead, (C'tis Tomb Wyrms, eg) but no way to bless them.
A better fix would be to come up with a logical way to assign unholy powers.

Incidentally, as far as I can tell it has no effect on indy priests ability or inability to raise the dead. Are you sure that isn't a patch change or another mod or something?
Given what it does (look at the mod file if you don't believe me) I can't imagine how it would possibly have such an effect.

I thought that unholy bless does not work at all (that even Ermor can't bless its undead).
If the problem is only that other nations like C'tis don't have priests with unholy bless, why not just mod in some extra carefully balanced units for them?

I'm not sure what you mean by "mod in extra carefully balanced units"?
You could change their sacred undead to non-undead, I guess, but that's really changing the whole theme of the nation.

I meant add a priest unit (maybe weaker combat-wise) that would have unholy bless.

Ah, I see.
It doesn't work like that. If I understand correctly, nations either have unholy bless or not. Thus all of MA/LA Ermor's priests (Not sure about EA?) can cast the unholy bless. No one else can.
It probably be more thematic the other way. Undead priests cast unholy bless, living ones cast holy bless. (Possibly with exceptions, like Ermor's Thaumaturges who should do both.) Base it on whatever reanimation is based on.
