Since the race's reproduction has been slashed, tolerance can be cut as well.

Only the Jubilant people on Optimal worlds will reproduce, so I assume Spacefan's planning on trading for slaves/employees.

Spacefan:
That looks like it will play out like "Pirates in Expensive Suits"
All you'd have to do is swap production & trade for Attack & defense, and you'd be swashbucklers

You should find a hearty challenge in this game
