It seems to have a random chance of failure. It also is weighted by size, larger the creature the less likely it will work. I don't know if flying effects it, but it should. Flyers should be able to fight the winds.
I have not heard that you cannot target gods. There was a thread a while back and many people were convinced it was broken (in version 3.10 and before). There were some tests, IIRC no one managed to get it to move a unit to the requested location even once. So could be broken, and that would not be new for 3.14.
