PBEM Campaign Smoke bug?

If this helps you trouble-shoot the problem:

In my first battle with PanzerBob, my core companies of light infantry had no smoke grenades, but a company of pararoop (support units) had plenty of smoke. I put it down to whitehall giving those elite units preference ). Only two of my six/eight 25Pdrs had any smoke rounds.

In our second battle my light infantry have plenty of smoke grenades. I figured someone must have complained
